Dog licences: Fair fee or cash grab?

But Karma is one of thousands of dogs in Kitchener that is technically living an illegal existence. Her owner hasn’t licensed the one-year-old pet.

“I find it a waste of money,” Crystal Brooks said. “I have all her tags, she’s had her shots. You have to renew it every year. I don’t really understand why I have to do it.”

Few people understand. One estimate suggests up to 81 per cent of dogs are unlicensed in Kitchener, Waterloo and Cambridge, despite bylaws requiring owners to pay annual fees averaging $28.

This estimate is based on 21,150 licences sold for a dog population that may be as high as 111,700, according to a formula used by humane societies to estimate pet populations.

Widespread rejection of dog licensing calls into question its worthiness. But where critics see a cash grab, municipal officials see an important part of animal welfare and a financial imperative.

Cities spend some of the fees from dog licences to help pay humane societies for animal control, reducing the burden on taxpayers.

“I can appreciate the fact that some people look at the cost and say, ‘What do I get for my value?’” said Shayne Turner, Kitchener’s bylaw enforcement director. “But you have to look at the bigger picture.”

The primary purpose of licensing is to return pets home quickly so they don’t need shelter space or further care, said Amy Gruber of the Kitchener-Waterloo Humane Society.

“Your dog licence is your dog’s ticket home,” she said. “Anyone who finds your dog can call up the number and we can tap into our system and find out where it belongs ... You want your dog to be found and traced.”

Last year, the Kitchener-Waterloo Humane Society picked up more than 1,000 stray dogs that had no tags or could not otherwise be identified. About 600 were later claimed.

“We pick dogs up every day,” Gruber said. “Our pens are always full.”

Licences allow people to know that shots are current, she said. While microchipping is a permanent identifier, many people don’t update chip information when they move or the animal changes owners. “And your neighbours don’t have a chip scanner,” Gruber said.
