She wasn’t impressed. She began listing specific things she had seen, starting with the way parents attending games at Davis Field set up their chairs backing up into the middle of 62nd Street and blocking traffic. A nearby storage facility kept discarded boats and trash piled in the yard. Residents of a duplex hung their underwear from a clothesline strung between a telephone pole and a tree. Another resident left junk and broken glass littered around his trailer. Kosinski walked away from the woman, angry and insulted. When he got back home, he went for a walk to take a good look at what his neighborhood had become. Back in 1980 when he and his wife, Carol, had first moved to their home on 62nd Street, the residential area surrounding the city ball fields of Davis Field Park was a “very nice neighborhood,” he said. But in the 15 years since then, things had gone downhill. And the problem wasn’t just the overall appearance of the place. Part of the reason was the excess of rented-out duplexes, where some of the tenants took no pride in their living conditions, Kosinski said. Plus, an element of crime had overtaken the neighborhood. A group claiming to be a gang had specifically threatened his family, and Kosinski said he knew he had seen some of his neighbors selling drugs from houses up the street. In early July, Kosinski was named to the All-State Neighborhood Team at the 15th annual Florida Neighborhoods Conference in Fort Lauderdale. The honor recognized his leadership in improving Davis Field. Back in Pinellas Park, Mayor Bill Mischler and the council publicly added their praise on July 14 for Kosinski’s “tremendous impact” in improving the neighborhood. Progress in the Davis Field neighborhood was slow in coming at first. Hood and Kosinski started with persistent, sometimes daily, calls to city code enforcement. In 2000, at the suggestion of the city’s Neighborhood Services Administrator Susan Walker, Kosinski started attending the Florida Neighborhoods Conference. Workshops given at the conference – on topics ranging from gangs and graffiti to fundraising and how to act professionally at local government meetings – began to give Kosinski the tools he needed to affect change. In 2005, the city offered its first APPLE class, which at that time stood for “Advancing Pinellas Park through Local Government Education.” Kosinski was among the first 20-student class, designed to educate residents on the inner workings of their city government.
